subject bar is at the bottom

Can someone tell me how to get that bar at the very bottom to the top of the page? It is the one that reads 'started by', 'subject', 'search' .. isn't that supposed to be at the top of the page?

okay, I was looking at this problem and I guess it is not really a problem after all.. if I have a sub-board, I guess this is what happens... just looked a bit weird at first... am I right?

Yeah, that is how it is supposed to be. All the sub-boards go before the actual list of theads for that board. I have seen a code though to get the threads for the board above the sub-boards, but I don't remember where it was.
